§ 78-46. Authority of police.

  • (a)

    Except as otherwise provided, the police shall regulate the operation of vehicles within the corporate limits of the city by the erection or placing of proper traffic warning devices; traffic control devices, signs, or markers indicating limited or prohibited parking, angle parking, parking of official vehicles, parking of public service vehicles; one-way streets; through or arterial streets; stop streets or intersections; hazardous intersections; play streets; no passing zones; U-turns; places where yielding right-of-way is required; turning at intersections; school zones; hospital zones; loading and unloading zones; safety zones; quiet zones; traffic control signals exhibiting colored lights or the words "go," "caution," or "stop"; and other devices, signs, or markers indicating the place and manner of operating or parking vehicles within the corporate limits.

    (b)

    When so directed, the police shall regulate the movement of pedestrians upon the city streets and sidewalks by the erection or placing of proper signs or markers indicating the flow of pedestrian traffic.

    (c)

    Except as otherwise provided, the police shall erect or cause to be erected signs indicating truck routes and the parking of vehicles of various weights and sizes.

    (d)

    When so directed, the police shall designate bus stops and erect signs prohibiting the parking of vehicles other than buses and taxicabs in such stands.

    (e)

    When so directed, the police shall mark off traffic lanes on streets and parts of streets indicating and directing the flow of traffic.

    (f)

    The police shall have power and are authorized to secure all such necessary signs or markers to be erected or placed on any street or part of a street when such action is deemed necessary.

    (g)

    The existence of such devices, signs, or markers at any place within the corporate limits shall be prima facie evidence that such signs or markers were erected or placed by and at the direction of the chief of police and in accordance with this section.

    (h)

    Any person failing or refusing to comply with the directions indicated on any sign or marker erected or placed in accordance with this section shall be guilty of a misdemeanor.
